Harbor Compliance Review 2026

Premium one-on-one support and fast processing, but hidden costs and an outdated website make it a tough sell for simple LLC formations.

Harbor Compliance Overview

Harbor Compliance works differently from most formation services. Most rivals chase brand new founders with cheap upfront prices. Harbor aims higher. They court established firms that scale across many states.

No Free Tier

There is no free tier here. The floor is $99 plus state fees. That price still leaves out the required registered agent plan.

Every account gets a dedicated compliance specialist. You get a direct line to one person. That person learns your business. Most budget rivals route you to a call center instead.

The website is the weak spot. We found the portal dated and hard to use. Often you cannot see a clear price at all. You submit a form, then wait for a sales rep to email a quote.

What Harbor Compliance Actually Costs

True Cost Analysis

Year 1 Total Cost

$308

Includes all fees + state filing

Year 2+ Annual Cost

$549

Recurring renewal fees

Year 1 covers the $99 base formation fee, $99 for the first year of registered agent service, and Delaware's $110 formation filing fee. Year 2 flips. The agent renews at $149, and Delaware bills every LLC a flat $400 annual tax due June 1.

Harbor Compliance Pros and Cons

Pros

  • Dedicated one on one compliance specialist for every account.
  • One business day processing, no extra fee.
  • Strong tracking software for multi-state registrations.
  • Great for complex, regulated industry licensing.

Cons

  • Steep starting price that inflates fast with required add-ons.
  • No transparent pricing, you submit forms to get a quote.
  • Registered agent costs $149 a year after the first year.
  • The website and dashboard feel clunky and dated.

Upsell Pressure & Hidden Fees

Transparency Check, We Documented Every Upsell

The $99 formation fee is just the start. Form through Harbor and they appoint themselves your registered agent, which adds $99 in year one and $149 every year after. At checkout you also get pushed on EIN filing and managed annual reports. They offer a Beneficial Ownership Information filing too. Most domestic LLCs no longer need it. FinCEN exempted U.S. formed companies from BOI reporting in March 2025. Harbor publishes no price at all for its larger compliance packages. You fill in a form and wait for a quote. That is why their transparency score here sits so low.

What Real Customers Say

Reddit / Community Sentiment

Reviewers praise Harbor for fast filing and real account managers. Many still call it overkill for a simple LLC. The price stings for basic needs. Most agree it fits multi-state or regulated firms best. They knock the pricing clarity and the dated website.

Is Harbor Compliance Right for You?

Best For These Founders

Multi-State Operators

Founders registering in three or more states. Each foreign qualification includes a year of registered agent service, which is $99 a state you never pay.

Regulated Professionals

Engineering, architecture, construction and nonprofit firms whose licences renew on their own separate clocks, where one missed filing costs more than a year of Harbor's fees.

Hands-Off Managers

Owners happy to pay a premium for one named specialist rather than a queue, and who treat the $149 agent renewal as the price of not thinking about it.

Consider Alternatives If…

  • You are starting a simple single-state LLC on a budget, where $99 plus a required $99 agent is money a $0 rival never asks for.

  • You want to see a price before you talk to anyone, because Harbor quotes its larger packages by sales form only.

  • You want a modern, fast web portal, which is the weakest part of what they sell.

The year two bill nobody warns you about

Year one looks cheap and year two is where the bill lands. Harbor actually takes less from you in year two. The state takes far more. Delaware charges every LLC a flat $400 annual tax, due June 1, with no annual report to file alongside it. Miss that date and Delaware adds a $200 penalty plus 1.5 percent interest a month. That one state line is larger than everything Harbor bills you.

Stacked bar chart of a Delaware LLC formed through Harbor Compliance. Year one is $308, made of $198 in Harbor fees and $110 in state fees. Year two is $549, made of $149 in Harbor fees and $400 in state fees.
Harbor's share falls from $198 to $149. Delaware's rises from $110 to $400. The state is the bigger bill. Built from Harbor Compliance published pricing and the Delaware Division of Corporations fee schedule revised August 1, 2026, both checked on August 16, 2026.

Premium Support Experience

Support is where the premium makes sense. After signup you get your specialist's direct email and phone. We found the one on one model very helpful. It shines on tricky licensing questions.

Speed and Efficiency

They file most LLCs within one business day. Reviewers praise their same day work when state systems allow it. You pay nothing extra for that speed. Rivals often charge for it.

Advanced Compliance Tools

The dashboard has a built in Compliance Gaps tool. It scans your profile against state records. It flags licenses or tax filings you might miss. A local freelancer will never need it. Engineering firms, non-profits, and regulated startups will.

The multi state discount Harbor does not advertise

Here is the part their sales page buries. Harbor's foreign qualification service includes a year of registered agent service in the new state at no extra charge. Register in four states and that is $396 of agent fees you never pay. Nobody pitching the $99 package mentions it. It also helps exactly one buyer, the operator crossing state lines, and that is the same buyer we send here in the first place.

Dedicated Specialist

Direct access to a single point of contact instead of a general support queue.

Multi-State Tracking

Centralized dashboard for managing foreign qualifications and cross-border filings.

Fast Processing

One business day turnaround standard without any artificial delays or expediting fees.

Final Verdict

3.4 / 5

Every Harbor Compliance account comes with a dedicated compliance specialist, and the $99 headline never survives contact with the checkout. Year one runs $308 in our Delaware example and year two $549, most of that the state's own $400 tax rather than Harbor's. They file fast. We only back them for multi-state or heavily regulated businesses.

Frequently Asked Questions

Yes, in all 50 states. They staff their own local offices rather than renting mailboxes, and documents are scanned to your portal the same day they arrive. New customers pay $99 for the first year, then $149 a year after that, charged separately for every state you register in. Prepaying several years up front holds the $99 rate.

No, and they never have. The floor is $99 plus whatever your state charges to file, which is $110 in Delaware. Forming through Harbor also appoints Harbor as your registered agent, so budget another $99 for year one. Anyone hunting a $0 formation offer is shopping in the wrong place, and this review will not pretend otherwise.

Harbor prepares and submits most filings within one business day at no extra charge, which is faster than rivals that sell speed as a paid upgrade. Your real wait is the state's. Delaware clears standard filings in days while some states take weeks, and Harbor can pay the state's own expedite fee for you if you ask at checkout.

Probably not. A single-state freelance business has one annual filing to remember, and a calendar reminder does that job for nothing. The Compliance Gaps tool earns its keep once you hold licences in several states, or work in a regulated field like engineering, construction or nonprofit fundraising, where one missed renewal can suspend your right to trade.

Yes, but the order matters. Appoint your replacement agent with the state first, then cancel with Harbor, never the other way round. An LLC with no agent on record falls out of good standing, and states charge to put that right. Delaware also keeps billing its $400 annual tax while your entity sits in bad standing.

Less from Harbor, more from your state. The registered agent renews at $149 a year, down from the $198 Harbor collects in year one. Using our Delaware example you then owe the state a flat $400 annual tax by June 1, with no annual report to file alongside it. That puts the real year two total at $549.

No, it goes up. The $99 is a new customer rate covering the first year only, and it renews at $149 after that, charged per state. Harbor does sell two, three, five and ten year terms up front at today's $99 rate, so prepaying is the only way to hold it. Weigh that against tying money up early.
