ZenBusiness is the 2015 challenger from Austin, privately held, backed by Greycroft and Cathay Innovation, built around a guided dashboard that treats LLC formation as the start of a compliance workflow, not the end.

We read both vendors' own pricing pages on September 18, 2026. Both offer $0 base plans where you pay only state filing fees. Registered agent service runs $249 per year at LegalZoom and $199 per year at ZenBusiness. LegalZoom leans on brand recognition and a legal ecosystem beyond formation. ZenBusiness leans on ease of use, a free first year of Worry-Free Compliance, and a mobile app that rates 4.5 on iOS. The choice is less about who can file your paperwork (both will) and more about who you are, a founder who wants brand weight and attorney access, or a founder who wants the smoothest setup and fewer upsells.

If you are a first time founder filing your first LLC, default to ZenBusiness Starter at $0 plus state fees. The guided wizard walks you through name availability, registered agent selection, EIN acquisition, and operating agreement creation in one flow that takes roughly 15 to 20 minutes. Starter includes one free year of Worry-Free Compliance, which files your first annual report for you, and that is the single most common first year mistake in LLC ownership. It renews at $199 a year, so decide before year two whether you want to keep it.

Consider LegalZoom Basic at $0 plus state fees only if brand name matters to you, for example if you are pitching investors or opening a business bank account where LegalZoom paperwork looks familiar to the banker. At that profile, budget the $99 EIN add on and the $249 per year registered agent and expect a more upsell heavy checkout. Most first time founders who just want the filing done cleanly do better on ZenBusiness.

Past three to five employees or $500K in annual revenue, the decision splits by what else you need beyond LLC formation. If you want attorney access alongside your formation service, LegalZoom Premium is $299 once and the Business Attorney Plan is $469 a year, so a first year with both runs $768 plus your state filing fee. That is less than two hours with most local firms, which charge $250 to $500 an hour.

If you are adding employees and plan to operate multi state, for example expanding from Delaware to California or New York, ZenBusiness Pro at $199 a year covers the required compliance filings and the mobile app makes multi state deadlines easier to track. Budget the registered agent separately, because ZenBusiness charges $199 a year for it on every tier including Premium. You will still need a local attorney for state specific questions like foreign qualification and employee classification, ZenBusiness does not offer legal counsel.

Budget realistically. Most scaleup founders keep the formation service running only for the registered agent and the annual report, so the per entity arithmetic is what actually decides this.

A parent plus two subsidiaries therefore costs $597 a year at ZenBusiness and $747 at LegalZoom for agent service alone. Keeping ZenBusiness Worry-Free Compliance on top adds $199 a year per entity once the free Starter year ends.

Neither LegalZoom nor ZenBusiness is the right fit for enterprise LLC management at 25 or more entities. Both are designed for small business and single digit entity ownership. Enterprise teams with multi state subsidiary portfolios typically move to Corporation Service Company (CSC), CT Corporation (Wolters Kluwer), or Harbor Compliance for registered agent, annual report, and UCC filing coverage.

That said, LegalZoom is the closer fit at the upper end of small business because the Business Attorney Plan network scales with use, and Permira's majority ownership provides financial stability visible in public filings. ZenBusiness is private and does not publish enterprise pricing, but the product is built for single digit entity ownership, not 25 plus portfolios.

Run the conversation at this tier with multiple vendors including CSC and Harbor Compliance. Either LegalZoom or ZenBusiness can serve as a transition path during the $100K to $500K revenue growth phase, but plan to outgrow them once you cross 10 entities or enter heavily regulated industries (healthcare, finance, cannabis) that require compliance specialization.
