You can, an apartment street address is fine legally. The catch people hit, the address becomes public record, and some leases restrict running a business from the unit. If either is a concern a $99 to 299 a year service keeps your apartment off the filings.

who can be a registered agent in illinois? does it have to be a company

Any Illinois resident with a physical street address qualifies, including you, a co owner, or a friend, no company required. Entities work too if they are authorized in Illinois. P.O. boxes never qualify.
