Your agent's county changes what you owe. Pick an agent in Maricopa County (Phoenix) or Pima County (Tucson) and you skip the newspaper step. Pick one anywhere else and you owe three runs in a local paper within 60 days. The papers set those rates, so ask for a quote first.

Arizona does not make LLCs file an annual report. The Corporation Commission fee schedule lists no annual fee and no franchise tax. No yearly deadline to chase. The job is to take service of process and state mail, and to hand it over fast.

Your agent's name and address go in the public entity search. Anyone can look up your LLC and read it. A commercial agent puts its address there instead of yours. That is the whole privacy argument.

Start with the county. An agent in Maricopa or Pima County removes the publication step. Northwest Registered Agent runs a Phoenix office that qualifies. Nothing else on this page matters as much.

Then read the year two price. Half this list opens on a first year rate and renews higher. The number in the table is not what you pay next year.

Over two years the order changes. Harbor Compliance and Northwest finish $2 apart. The flat rate people call expensive is level with the cheapest opening offer. ZenBusiness opens at the same $99 as Harbor and ends $50 behind it. The last two on the chart are costly by design. One needs a paid membership on top of the agent fee. One bills every quarter at what looks like a yearly price.

• Newspaper publication - An agent outside Maricopa or Pima County means three runs in a county paper within 60 days. Rates come from the paper, not the state. Get a quote.
• Renewal jumps - ZenBusiness opens at $99 and renews at $199. Harbor Compliance opens at $99 and renews at $149. Bizee charges $149 flat. Read year two.
• A free year that is not always a year - Bizee gives the agent away when it forms your LLC. The top of its own agent page calls that a free first year. A section further down the same page says 3 to 12 months. Ask which you get. The gap runs to nine months of a $149 service.
• Membership gates - Rocket Lawyer prices its agent low, then makes you buy a Plus or Pro membership to get it. The Standard tier does not count. So the cheapest real route adds a second yearly fee.
• Quarterly billing - Swyft Filings advertises $149. That is billed every quarter, per state and per entity. A year costs four times the headline.
• Changing your agent - The Corporation Commission charges $5 for a Statement of Change. Some services add a fee on top.
• Mail forwarding - Most agents scan legal documents only. General business mail is an add on. It usually runs $50 to $200 a year.

Most Arizona LLCs file no state return of their own. The Department of Revenue treats a single member LLC as part of its owner. The income lands on the owner's return. An LLC that elects corporate tax status does file its own. Ask your accountant which one you are.

Your agent still matters here. State tax notices arrive as mail. A slow agent turns a 30 day window into a 10 day one.

1. Check your agent's county. Is it outside Maricopa or Pima County? Then publish a Notice of Formation in a county paper. Three runs, within 60 days of approval. Get the quote first.
2. Keep the affidavit of publication. The newspaper sends it to you once the three runs finish. A.R.S. section 29-3201(G) says it may be filed with the Corporation Commission. It does not make you. File it if you want the proof on record.
3. Apply for an EIN at the IRS. It is free and takes about 10 minutes. Skip any service that charges for it.
4. Open a business bank account with your Articles of Organization and the EIN. Keep the money separate from day one.
5. Get a TPT license if you sell taxable goods or services. The state charges $12 per location. The city you operate in charges its own on top. Both start with the Arizona Joint Tax Application.
