The state does tax income. Rates run 3.50% to 7.65%, by bracket and filing status. That is a real cost next to Wyoming or South Dakota. But a no-tax state only pays off if you operate there. Run a Wisconsin business through a Wyoming LLC and you still register here as a foreign LLC. Then you carry two sets of fees.

5. Check for local and industry-specific licenses. Wisconsin has no general state business license, but many cities and counties require their own permits. Milwaukee, Madison, and other municipalities each have separate licensing requirements.
